Public Information

Architectural Review Board (ARB) meetings are held on the second Monday each month at 7:00 pm, pending the need to meet. The ARB does not do building inspection, only architectural review and zoning compliance. All Village residents are welcome and encouraged to attend the meetings.

Regular meeting: May 12, 2014

A meeting of the Village of Riverlea Planning Commission was held May 12, 2014 at 5830 Falmouth Ct. Members present were Michael Jones (Planning Commissioner), Jo Ann Bierman, Robert Davis, and Carolee Noonan. Noonan arrived to the meeting at 7:25. Also present were Kent Shimeall, Lisa Morris, Justin Taym, Kerry Bierman, Donald & Betty Campbell, Don McIntyre, and Rose Stevens. Joshua C. Mehling served as Clerk. The Planning Commissioner called the meeting to order at 7:07 pm.

  1. An application for a Certificate of Appropriateness by Kent Shimeall and Lisa Morris at 121 W Southington Drive to add a front porch and dormer, extend the rear dormer, replace a picture window with French doors, replace the siding, replace the roof, replace the patio, and add a water feature. The proposed changes are within the acceptable lot coverage. Shimeall noted that the existing chain link fencing on the house will be removed and replaced with landscaping. Bierman moved and Davis seconded the motion to approve the application for a certificate of appropriateness as submitted. The following vote was recorded on the motion: Yea, 3, Bierman, Davis, and Jones: Nay, None. The Motion carried 3-0. A street bond of $2,000 will be required.
  2. An application for a Certificate of Appropriateness by Michael Aljancic at 5872 Olentangy Boulevard to remove and replace the walls and roof of the existing three seasons room and add a new exterior door. Nobody associated with the COA application was present at the meeting. The construction on this house had been for the most part completed as it was begun before applying for and receiving the COA. The committee felt that they could not properly discuss this property without the applicant present, though the Planning Commissioner felt that the windows do not match the rest of the house and that the material should be stucco to match the house. Davis moved and Noonan seconded the motion to table the application for the certificate of appropriateness until it could be further discussed. The following vote was recorded on the motion: Yea, 4, Bierman, Davis, Jones, and Noonan: Nay, None. The Motion carried 4-0. After this vote, the neighbors in attendance were encouraged to address the committee with their concerns.DonCampbell felt that the materials used do not blend in with the rest of the house. Betty Campbell agreed that it does not fit. Rose Stevens felt that it did not seem fair that the construction had proceeded without receiving or applying for the COA and questioned the foundation that was poured. The Planning Commissioner noted that the village was not aware that the construction had started without going through the proper process and that a stop work order had been placed on the construction until this had been finalized. As it stands, the house cannot receive an occupancy permit until the work has completed. He also noted that according to the submitted drawings, the foundation appears appropriate. Dan McIntyre was in agreement that the addition does not feel appropriate with the rest of the house and in keeping with the rest of the village.
  3. The minutes of the Planning Commission meeting of March 10, 2014 were not read since each member had received a copy. Davis moved and Bierman seconded the motion that the minutes be approved as submitted by the Clerk. The following vote was recorded on the motion: Yea, 4, Bierman, Davis, Jones, and Noonan: Nay; None. The motion carried 4-0.
The Commission took no additional action. Noonan moved and Davis seconded a motion to adjourn. The motion was approved unanimously. The meeting was adjourned at 7:37 pm.
