Tentative Work Schedule & Sequencing

Resident Notifications & Parking / Limited Access Issues
  1. Overall Project Schedule and Projected Results: Work may begin as early as Sept 1st with Crack Sealing (2.) and SPARS work (5.) by American Pavements. Contract Completion Time Requirement is 60 days from the Notice to Proceed, which would be October 29. However, the Contactor hopes to be able to complete all work by mid October (Oct 15). This project should restore the village streets to good serviceable condition for the next 5 to 10 years, allowing the village the time it needs to complete the Ohio EPA mandated sanitary sewer studies and potential follow-up repairs, along with waterline and storm sewer evaluations and the final design of a long term plan for street reconstruction.
  2. Crack Sealing by American Pavements - Work may start as early as Sept 1st or as late as Sept 8th. During this work, access & parking will be restricted only in the immediate vicinity of the work crew(s) as they move through the village. Crack sealing work must be completed before slurry sealing and SAMI application.
  3. Storm Drain/Manhole Repair & Replacement by Decker Construction -- Decker will start their work in about 2 weeks (Week of Sept 13th), beginning with replacement and reconstruction of the storm drain inlet & manhole & the east portion of the driveway approach at 5800 Olentangy Blvd. NOTE: The west half of the driveway approach at 5800 Olentangy Blvd will remain open for resident access during this work.
  4. Pavement Milling and Patching by Decker Construction -- Upon completion of the storm inlet work at 5800 Olentangy Blvd., Decker will proceed with surface milling (3 inches deep, in 4 ft wide increments) and repaving of heavily degraded street areas that are marked for pavement replacement with hot mix asphalt. This will also include grade checks of the special drainage problem areas to determine extent of milling required to provide positive drainage and eliminate ponding. During this work, access & parking will be restricted only in the immediate vicinity of the work crew(s) as they move through the village. Milling, re-paving and edge sealing must be completed before slurry sealing.
  5. SPARS (spray polymer asphalt repair system) treatment by American Pavements -- This work will be performed by American Pavements concurrent with crack sealing. This is the type of treatment that was previously applied to several areas in the village in October 2009, and will be applied to smaller pockmarked areas needing surface repair prior to slurry sealing. During this work, access & parking will be restricted only in the immediate vicinity of the work crew(s) as they move through the village. SPARS repairs must be completed before slurry sealing and SAMI application on W. Riverglen & W. Southington.
  6. Slurry Sealing by American Pavements, All Streets except W. Riverglen and W. Southington -- This work will begin following crack sealing and completion of any milling & patching and/or SPARS work. Expected timing is late September to mid-October. American Pavements will attempt to complete each day's identified slurry seal segments as early as possible so that they can be re-opened by around 5:00 PM. Residents on all streets except W. Riverglen and W. Southington should only experience one day of limited access to their property.

To notify residents when their street will be closed for sealing and property access will be limited, No Parking signs will be posted along the street at least 24 hours in advance of when a particular street, or section of street is to be slurry sealed. Just before slurry sealing begins, the street or street segment will be closed to traffic with barricades and cones. Parking and traffic will be prohibited on these segments during the slurry sealing process, and for a minimum of 1 hour up to a maximum of 4 or 5 hours (depending on ambient temperature and amount of sunshine) to allow proper curing of the slurry seal. If parked cars are still on the street when slurry sealing is to begin, the Contactor will attempt to find and notify the owners and request immediate removal of the car from the street. If this fails, the Contractor has the authority to tow the car to the nearest side or cross street so that the work may be completed without delay.

  7. SAMI Application & Slurry Sealing - W. Riverglen & W. Southington - By American Pavements -- This work will likely be performed nearer the end of the project, in early to mid October. SAMI must be applied first, and then slurry sealing should follow no sooner than 24 hours. Therefore, residents of W. Riverglen and W. Southington should expect at least two days of limited access to their properties.

To notify residents when these streets (or segments thereof) will be closed for SAMI application and slurry sealing, No Parking signs will be posted along these streets (or segments thereof) at least 24 hours in advance of when this work will occur. Parking and traffic will be prohibited on these streets (or segments thereof) during the work, and for a minimum of 1 hour up to a maximum of 4 or 5 hours (depending on ambient temperature and amount of sunshine) after final slurry seal to allow for proper curing. If parked cars are still on the street when work is to begin, the Contactor will attempt to find and notify the owners and request immediate removal of the car from the street. If this fails, the Contractor has the authority to tow the car to the nearest side or cross street so that the work may be completed without delay.

  8. Coordination with Worthington Police, Fire and Schools - American Pavements will notify Worthington Fire, Police and Schools of the ongoing street work schedule & street closures in the Village, will coordinate their work with the school bus routes and schedules to minimize any potential disruptions to these services.
  9. Coordination with Trash and Recycling Services - Crack and slurry seal operations are typically dictated by weather conditions. As a result, your street may be posted for maintenance on the same days as our trash and recycling service (Monday). Please take your containers to the curb, as you normally would, and the contractor will move these to an alternate location for pick-up and then return, likely later in the day once the slurry seal has cured.
If you have any questions or concerns about the project or need any special assistance with transportation into or out of your property when access is limited, please let me and/or the Mayor know what your needs are and we will do all we can to assist you.
